1. Content Safety and Review Standards

These are the most basic compliance requirements for news content, primarily aimed at preventing the appearance of illegal or harmful information.

  • In China: Strict compliance with the “Regulations on the Administration of Online Audio and Video Information Services” and the “Regulations on the Governance of the Online Information Content Ecosystem” is required. Key review areas include politically sensitive content, pornography and vulgarity, violence, rumors, and infringement.

  • Internationally:  Referencing the EU’s Digital Services Act (DSA), platforms are required to establish clear notice-and-action mechanisms for illegal content (such as hate speech and misinformation).

2. Video Quality and User Experience Standards

These standards primarily involve testing technical video parameters to ensure a positive user viewing experience.

  • Video Quality and Encoding: Required standards for resolution (e.g., HD, UHD), bitrate, frame rate, etc. The industry often references open-source projects (such as Netflix’s VMAF) for quality evaluation.

  • Audio Quality: Detects issues such as fluctuating volume levels (in compliance with the ITU-R BS.1770 loudness standard), noise, and distortion.

  • Playback Compatibility: Ensures that video formats play smoothly on mainstream systems and applications.
