1、 Comparison of Core Safety Standards (Basic Threshold)

The safety standards for household appliances have extremely high global universality, and are mostly based on the IEC 60335 series.

Detecting dimensions Chinese mandatory standards International/EU standards North American standards Example of core testing content
General safety requirements GB 4706.1 IEC 60335-1
EN 60335-1
UL 60335-1 Anti electric shock (Class I/II structure), heating (winding temperature rise), abnormal operation (motor stalling, transformer overload).
Special product standards GB 4706. X series IEC 60335-2-X UL 60335-2-X For specific products, such as GB 4706.19 (liquid heaters) and GB 4706.27 (fans).
Electromagnetic compatibility (EMC) GB 4343.1 (Harassment)
GB 17625.1 (Harmonics)
EN 55014-1/-2
EN 61000-3-2/-3
FCC Part 15B Conducted disturbance (affecting the power grid), radiated disturbance (affecting the radio/TV), and electrostatic discharge immunity (touch screen crash).
Standby/shutdown power consumption GB 24849 (EU) 2023/826
ErP instruction
DOE Energy Efficiency Shutdown power consumption ≤ 0.50W, standby with information display ≤ 1.00W (stricter EU regulations).

2、 China Market Access: CCC Compulsory Certification Catalogue (Key)

Not all household appliances require CCC certification, only those listed in the mandatory product certification catalog must affix the CCC mark.

product category Do we need CCC certification according to the standard special focus
Air conditioning, electric water heater, electric stove Yes (safety and energy efficiency) GB 4706.1 Special Requirements Flammable refrigerants (such as R32/R290) require additional explosion-proof risk assessment.
Electric fan, range hood, rice cooker is GB 4706.1 Special Requirements The mechanical protective net cover of the fan should not touch the fan blades.
Humidifiers, air purifiers is GB 4706.45 / GB 4706.1 24-hour monitoring limit for ozone concentration (purifier).
Massage equipment, beauty device is GB 4706.10 / GB 4706.15 IPX4 waterproof rating (foot bath, facial cleanser).
Refrigerator, washing machine, TV It is a (safety) energy efficiency label GB 4706.13 / GB 4706.24 The refrigerator needs to undergo material odor and RoHS environmental assessment.
Small kitchen appliances (juicer, coffee maker) is GB 4706.30 Reliability of interlock switch (lid opening and shutdown).
Lighting fixtures, power adapters is GB 7000.1 / GB 4943.1 Although not a "household appliance", it is often used in conjunction and must be independently certified by CCC.

Exemption: Export pure export, scientific research exhibits, and ATA temporary import and export products can apply for exemption from CCC.

3、 EU Market Access: CE Marking and Energy Efficiency Labeling (ErP)

The three major mountains that must be crossed when exporting to the EU:

  1. CE certification (Safety EMC RoHS):

    • Safety: According to EN 60335 series.

    • Hazardous substances: RoHS Directive (2011/65/EU) restricts 10 items including lead, mercury, cadmium, hexavalent chromium, PBB, PBDE, DEHP, etc.

    • Wireless: If equipped with WiFi/Bluetooth, the RED directive (2014/53/EU) needs to be tested.

  2. ErP Energy Efficiency Directive (mandatory labeling):

    • Energy efficiency labels: from A to G levels (returning to A-G simple grading from 2021).

    • Ecological design: If the power limit of the vacuum cleaner is ≤ 900W and the suction force needs to meet the standard.

  3. WEEE Recycling Directive:

    • It is necessary to register with the German EAR Foundation or the French Ecologic recycling system and bear the electronic waste disposal fees.

4、 Market Access in North America: UL Certification and DOE Energy Efficiency

  • UL Safety Certification:

    • Although not legally mandatory, Amazon, Wal Mart and Costco are mandatory.

    • Core standard: UL 60335 series (recently transferred from old standards such as UL 1026/1082 to UL 60335).

    • Special requirement: The power cord plug must be UL 817 certified polarized or grounded plug.

  • FCC certification (electromagnetic compatibility):

    • FCC Part 15 Subpart B: Verify that the product does not interfere with other devices such as radios and televisions.

  • DOE energy efficiency:

    • The US Department of Energy mandates that external power adapters must achieve Level VI efficiency.

    • California CEC: stricter requirements, in addition to energy efficiency, RoHS testing is also required.

5、 Recent hotspots and strict inspections in home appliance testing (2025-2026)

Regulatory hotspots specific product core requirements
Food Contact Materials (FCM) Electric kettle, coffee machine, juicer Plastic/silicone in contact with water/food must pass the GB 4806/EU 10/2011 total migration test (bisphenol A content ≤ 0.05 mg/kg).
Chemical substance restriction All household appliances with plastic and wire EU REACH Appendix XVII restricts PFAS (perfluorinated compounds commonly used in non stick coatings) and SCCP (short chain chlorinated paraffins).
Software Security and Privacy Smart refrigerator, smart air conditioner (networked) Must comply with ETSI EN 303 645 (Consumer Internet of Things Security Baseline) and prohibit default weak passwords.
New regulations on standby power consumption ErP All household appliances with electronic displays Starting from May 2025, the EU will implement EU 2023/826 and tighten the standby power consumption limit to 0.3W.

6、 Ranking of common unqualified items in testing (based on the notification from the State Administration for Market Regulation)

nonconforming item Typical product reason
Power connection and external flexible cord Electric fan, electric heater The power cord diameter is too thin (such as 0.5mm ² pretending to be 0.75mm ²), which causes heating and fire.
Grounding measures Electric water heater, air conditioner The grounding terminal has no anti loose washer, or a yellow green dual color wire is used for current carrying.
Protection against contact with live parts Electric oven, baking tray The test probe (B-type probe) can reach the heating tube lead.
Abnormal Work (Chapter 19) Electrical appliances The temperature rise of the winding after motor stalling exceeds the insulation level limit, resulting in insulation melting and short circuit.
