The notice proposes four aspects and fourteen specific requirements: firstly, standardize the acceptance and review process, and ensure the first hurdle is met. The release of the notice is a specific measure taken by the Ministry of Industry and Information Technology to implement the decisions and arrangements of the Party Central Committee and the State Council, vigorously improve administrative efficiency, promote high-quality development of the radio industry, take the initiative to improve the model approval system, aiming to optimize the model approval process, save enterprise costs, and stimulate market vitality. According to the Radio Management Regulations of the People's Republic of China, except for low-power short-range radio transmission equipment, other radio transmission equipment produced or imported for sale and use in China shall apply for model approval from the national radio management agency. For over 20 years, the model approval system has played a positive role in strengthening the management of radio transmission equipment, preventing and reducing radio interference, maintaining air wave order, ensuring electromagnetic space security, promoting the application of radio technology and industrial development.

The work procedure for model approval aims to shorten the process time and improve the quality of licensing services. The relevant requirements are now communicated

The following is known:

1、 Standardize acceptance and review, and ensure the first pass of model approval and licensing

(1) Strict acceptance deadline. The Radio Service Acceptance Center of the Ministry of Industry and Information Technology (hereinafter referred to as the Acceptance Center) shall strictly accept the application materials for model approval in accordance with the radio management regulations. If the application materials are incomplete or do not conform to the legal form, the applicant shall be informed of all the content that needs to be supplemented in one go or within 5 working days. If the applicant fails to inform within the time limit, the application shall be accepted from the date of receipt of the application materials. The deadline for acceptance and review shall not exceed 5 working days. (Responsible for the acceptance center)

(2) Improve the efficiency of handling. Improve the process of handling model approval tasks, clarify and refine the audit criteria, audit content, and time limit requirements for each node. The processing time for compressed task assignments will be reduced. During the acceptance review period, the acceptance center will generate pre approved task assignments based on the application materials. The task assignments will be completed within 2 working days after receiving confirmation and uploading the test report. (Responsible for the acceptance center)

(3) Improve the service interface. Improve the interface of the electronic government service platform for model approval, dynamically publish policy requirements and approval results related to model approval licenses, ensure timely updates of service matters, clear and concise approval processes, standardized and orderly approval requirements, and convenient statistics of approval data. (Responsible for the acceptance center)

(4) Reasonably allocate tasks. Taking into account factors such as nearby service enterprises, and considering the proportion of government procurement service contracts undertaken by various model approval testing institutions (hereinafter referred to as testing institutions) and the amount of pending testing tasks, scientifically and reasonably allocate model approval testing tasks, reduce applicant testing waiting time, and improve the efficiency and utilization of model approval testing funds. (Responsible for the acceptance center)

(5) Submit samples in a timely manner. After the model approval application is accepted, the acceptance center will notify the applicant to provide test samples and inform them of the relevant requirements through websites, SMS, and other forms as soon as possible. The relevant samples should be prepared by the applicant in advance and ensure that they meet the testing conditions. After receiving the acceptance notice, the applicant shall provide test samples (including delivery logistics time) within 15 working days. If it exceeds 15 working days, the applicant shall bear the consequences of the delay on their own, and the testing agency may prioritize other model approval testing tasks that submit samples on time. For test samples that are inconvenient to mail due to their large quality or volume, the applicant and the testing agency shall negotiate for on-site testing. (Responsible for the acceptance center and testing institution)

(6) Accelerate the debugging progress. After receiving the test samples, the testing agency shall conduct debugging within 10 working days. If it exceeds 10 working days, the testing institution shall provide a written explanation to the acceptance center and make rectification. The acceptance center will adjust the subsequent allocation of model approval testing business to the testing institution based on this. If the testing sample cannot be successfully debugged due to the enterprise's own reasons, the testing agency may prioritize other successfully debugged samples for testing (handled by the acceptance center and testing agency)

(7) Strict technical testing. After the testing institution completes the debugging, it should complete the model approval technical testing and submit the testing report within 10 working days. For samples that fail the test, a test failure report should be issued, and the testing agency shall not repeat the test. For sample testing that exceeds the time limit, the testing agency should provide a written explanation and make corrections. For those testing institutions that still exceed the testing deadline after rectification, the model approval testing business volume allocated to the testing institution will be adjusted in the future. (8) Provide timely feedback reports. The provincial-level radio management agency (hereinafter referred to as the relevant provincial-level radio management agency) that undertakes model approval testing tasks shall strictly comply with the relevant regulations of radio management and the requirements of government procurement service contracts, confirm the testing reports of the testing agencies, and provide feedback to the acceptance center. The time for confirming the report (including the time for issuing the testing task) shall not exceed 3 working days. (Responsible for relevant provincial radio management agencies)

3、 Improve service quality and enhance public satisfaction on public service platforms

(9) Improve service quality. Strengthen the training of acceptance personnel and enhance their job skills. Relevant personnel should be proficient in the management policies and regulations of radio transmission equipment, national standards based on model approval, and relevant regulations of national radio management. They should be able to respond to inquiries in a timely, accurate, and patient manner. Improve the public service telephone service function and service quality of the acceptance center. In case of business system upgrades and adjustments, applicants should be informed in advance and provided with contact numbers. (Responsible for the acceptance center)

(10) Strengthen statistical analysis. The acceptance center forms a quarterly report on model approval business and submits it to the Radio Management Bureau of the Ministry of Industry and Information Technology. The focus is on statistical analysis of the acceptance status of model approval (application quantity, acceptance quantity, acceptance time, approval time, etc.), the testing status of testing institutions (testing task allocation, debugging time, testing time, etc.), and the number of answered user calls (answer volume, answer rate, user satisfaction, feedback, etc.), and timely puts forward opinions and suggestions. (Responsible for the acceptance center)

4、 Strengthen supervision and inspection to ensure the implementation of preferential policies for enterprises

(11) Strengthen internal management. The acceptance center, relevant provincial radio management agencies, and testing agencies should further improve their rules and regulations, strengthen the management of personnel, funds, certificates, seals, documents, samples, etc., clarify job responsibilities, standardize operating procedures, keep trade secrets confidential, and open up channels for feedback on enterprise opinions and suggestions. (Each relevant unit shall be responsible according to their respective duties)

(12) Increase investment in resources. The acceptance of model approval business will continue to be entrusted to the National Radio Monitoring Center (hereinafter referred to as the Monitoring Center). The monitoring center should incorporate the relevant work of the acceptance center into the annual key work of the center in accordance with the "three determinations" regulations of the acceptance center, increase investment, and strengthen guidance, supervision, and assessment of the acceptance center. (Responsible for the Monitoring Center)

(13) Strengthen supervision and inspection. The Radio Management Bureau of the Ministry of Industry and Information Technology should increase supervision and inspection work, regularly conduct work evaluations of the acceptance center, as an important part of the evaluation and monitoring center's support for the department's work; Entrust professional institutions to supervise and inspect the use of funds and business operations of testing institutions, and the results will serve as an important reference for testing institutions to undertake model approval testing and government procurement services. (Each relevant unit shall be responsible according to their respective duties)

(14) Strictly guard against corruption risks. The staff of relevant provincial radio management agencies, monitoring centers, acceptance centers, testing institutions and other units should strictly implement the spirit of the Central Eight point Regulation. Strengthen anti-corruption education, enhance risk awareness, strictly abide by the bottom line of discipline, actively accept public supervision, and ensure the fairness, openness, and impartiality of the entire process of model approval and administrative licensing.
